UAE Rolls Out Digital Platform for ‘To Whom It May Concern’ Certificates

Nationals Abroad Can Now Secure Attested Documents in Just Three Steps. No Embassy Visits Needed

The UAE Ministry of Foreign Affairs has launched a new digital service allowing citizens living abroad to obtain and attest “To Whom It May Concern” certificates entirely online. This service, part of the second phase of the UAE’s Zero Bureaucracy Programme, eliminates the need for in-person visits to embassies or consulates, transforming a once time-consuming process into a fast, three-step application.

Officials say the initiative reflects the government’s ongoing commitment to digital transformation and efficiency in public services. According to Undersecretary Omar Obaid Al Hesan Al Shamsi, the service highlights how the UAE is leveraging technology to enhance accessibility, streamline processes, and support its sustainable development goals.

Certificates issued through the new platform can be used for a range of purposes, including education, medical treatment, or official documentation, providing UAE nationals abroad with a more convenient and reliable solution. Applications can be submitted through the Ministry’s website or mobile app, with 24/7 support available via the Contact Centre at +971 800 44444.
