The UAE’s Cop28 summit has sparked a major climate shift in the UK government, says Foreign Secretary David Lammy. He announced a new focus on tackling the climate crisis, putting it at the top of his agenda, marking a clear break from the previous government’s policies.
Lammy emphasized the urgent need for global financial support to help the Global South transition to renewable energy. He also warned of the growing threat of forced migration due to rising temperatures, stating that more than 200 million people could be displaced by 2050.

Professor Mark Maslin highlighted that Cop28 drove the climate agenda forward, even from Dubai’s oil-rich context. The summit’s focus on a just transition away from fossil fuels was seen as a major step forward.
Referring to Cop28’s agreement on loss and damage, Lammy called it an “inspiring example” of global collaboration, stressing that addressing climate change is essential for global stability. Also, the UK’s new approach, as emphasized by Lammy and echoed by other experts, aims to inspire global action and put climate change at the heart of international policy.
