Dubai Introduces Major New Healthcare Rules

Dubai's healthcare system is set for significant changes.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has issued Executive Council Resolution No. (49) of 2024. This new resolution brings substantial updates to how healthcare activities and professions are regulated in the emirate.

The resolution applies to all healthcare establishments and professionals operating within Dubai including special development zones, free zones, and the Dubai International Financial Centre.

  • Ensure Transparency: Uphold transparency and legal accountability in the sector.

The Dubai Health Authority (DHA) is now empowered to regulate healthcare providers by overseeing facilities and professionals, developing and implementing healthcare policies, ensuring compliance with new standards, handling complaints, and imposing penalties when necessary. Serious violations can be referred to the Medical Practice Committee. All healthcare facilities and professionals must obtain mandatory permits from the DHA, while visiting doctors and unlicensed professionals must secure DHA approval before working. 

Licenses are valid for one year and require annual renewal under DHA conditions. The DHA Director General and the Medical Practice Committee also have enforcement powers, allowing them to close facilities or suspend professionals during investigations. The new resolution, replacing Resolution No. (32) of 2012, will come into effect 60 days after its issuance.

These changes aim to ensure that Dubai's healthcare system continues to operate at the highest standards, providing you with reliable and efficient medical services.
